The National Recovery Act (NRA) was a reform program that was started up in June of 1933. The NRA tried to get all businesses together and plan under their direction, instead of individually battling it out for its share of a market. The Wagner Act of 1935 stated that workers could join and form unions. But in 1935 the Supreme Court declared the NRA unconstitutional.
